Professional Experience
Over 30 years of law practice experience involving the areas generally described below.
Extensive transactional experience in the issuance of taxable and tax-exempt industrial revenue bonds (“IRB's”) for corporate and non-profit 501(c)(3) obligors with specific experience involving gross receipts and compensating tax issues relating to IRB’s, tax-exempt municipal bonds (general obligation, revenue and special assessment district bonds). Securities law reporting on behalf of municipal issuers under Section 15c2-12 of the Securities and Exchange Act of 1934 (“1934 Act”), and Section 10b-5 disclosure in connection with the issuance of municipal and other government bonds.
Substantial experience in connection with securities offerings under state securities laws and the Securities Act of 1933 (“1933 Act”) including private placement transactions under Regulation D of the 1933 Act, proxy and corporate reporting matters under the 1934 Act, preparation of registration statements on applicable forms for various corporate clients under the 1933 Act, mergers and acquisitions and corporate reorganizations for clients engaged in various business sectors.
Substantial experience involving New Mexico real estate transactions, New Mexico constitutional debt issues, public/private project financings and the organization of business entities.
Mr. Monnheimer has achieved the highest Martindale-Hubbell rating. He is also listed in Chambers USA – America’s Leading Lawyers for Business (2004) as a corporate law specialist and in (2005) and (2006) as a corporate law/mergers and acquisitions specialist and in (2007) as a corporate/commercial law specialist. Chambers describes Mr. Monnheimer as an “expert in his field.”

Panelist in various New Mexico legal seminars involving IRB’s, municipal bonds and securities law issues; speaker on economic development matters including revisions to the industrial revenue bond statutes, implications of the new Public Infrastructure District Act for the financing of public infrastructure; drafting legislation for the New Mexico Exposition Center to be located in Albuquerque; panelist on seminars presented by various national organizations, including the National Association of Bond Lawyers (NABL) with regard to public finance. |
