Mr. Kelton is an Associate with the Business Department in the Albuquerque office. He specializes in the areas of public finance, land use and real estate development, securities, corporate governance and mergers and acquisitions. He advises clients regarding economic development and financing programs for commercial, industrial and residential projects such as industrial revenue bonds, LEDA, public improvement districts, tax increment development districts and business improvement districts. Additionally, Mr. Kelton has experience as bond counsel for several public finance matters.
Mr. Kelton regularly advises on the operation of public improvement districts and has recently successfully organized and coordinated several public improvement district elections. He has represented clients, including the Intel Corporation and Kairos Power LLC, in connection with a wide variety of industrial revenue bond transactions worth several billion dollars in the aggregate. Mr. Kelton has also worked with government bodies in issuing various forms of debt, complying with disclosure requirements and acting in accordance with state laws concerning open governance.
